Clear answers to clear questions should not be so difficult for this educated group of people. It would appear members of the board and administration talk in circles as a method to say they "responded" to the audience -- but without "answering" the questions.

I thought the board was arrogant. They certainly don't seem arrogant to me! They seem as if they are patiently allowing the person to ask question after question as if they are on trial. The questions are patiently answered by Linda Stubits (at least that's who it looks like). Please post more of these videos. They tell the REAL story!

The board silence has nothing to do with civility, but rather with hiding or evading.
The Nextel lease will have an impact on the district. Any cash flow projections are public information, yet the board tells the community nothing.
We were told the Middle School steel contractor's lawsuit against the district was not public information either, since the beginning of this year.
Yet, we discover the case pleadings were available since March of 2005.
Maybe, the board did not want the citizens to discover the nasty $1,400,000 price tag hanging over our heads.
Perhaps, the next video will show a bubbly, loquacious board tripping over themselves embracing another million dollar, non-state mandated, non-educational boondoggle.

The Commonwealth Caucus goal is to eliminate school property taxes and replace them with other forms of taxation.
HB1 uses basically the same taxation as before, except it has spending controls.
The Caucus plan did not have much support in Harrisburg even when the Republicans were in control.
Now, there is talk of reviving the package.
Frankly,it faces an uphill battle.
A lot of people prefer this tax reform, but the special interests and the politicans are not showing enough interest to pass legislation.
House Bill 2929 contains all of the particulars.
In the meantime, contact the legislators listed on the blog, and request that they tighten the ten exclusions to the referendum.

Folks running the show with big, toothy smiles forcing uncomfortable grins. Well, the magic kingdom of Oley is going to get kind of boaring when it's only the big money guys left. When it gets that far, don't forget, some of them will be on the low end of the totem pole, and the rest will know that and treat them accordingly. History repeats itself. Again, and again.
...and all that is the fault of the Oley School Board, correct? Wow! They certainly have some power, because the scene you're painting is all across the country; not just in Oley!

What they are saying is that this scenario is happening on a local level, and GUESS WHAT?
We can address this on a local level.
If you want the school board spending your hard earned money on things that do not benefit ALL the children, then why don't you donate YOUR MONEY, AND STOP ASKING FOR US TO FUND THINGS FOR ONLY YOUR CHILDREN.
There are 2,000+ children in this school district, not just a select few. All the children are entitled to a free and APPROPRIATE education, not just the sports wishings and desirings of the PARENTS WHO WANT THEIR CHILDREN TO HAVE EVERYTHING.
If you want your child to have the experience of playing on a sports team, then why don't you go out and buy one.
What about the artistic children, and the muscially talented children? Do you see their parents whining and stomping their feet to get these classes into the district, because these classes also are not mandated, and Oley feels the need to remove these items before thinking about cutting the athletic programs.
Ideally it would be great if the school district could provide all these extras for their students, but unfortunately this is not possible, but for a specific group (the athletic children) to be constantly given all the funding from the taxpayers is wrong.
And again I say to the taxpayers of this school district, you had better WAKE UP SOON - because if you don't, the next thing that Dr. Zackon will be doing is building another high school, administration building, and spending the money on everything but EDUCATION, and the taxpayers of this district are going to find themselves in a hell of a bind.
There are many facets to this problem, but one major facet is the POWER AND ABUSE OF POWER THAT THIS CURRENT SCHOOL BOARD HAS, AND HAS HAD FOR THE PAST 7 OR 8 YEARS, AND IT IS HIGH TIME THAT WE HOLD THEM ACCOUNTABLE FOR SPENDING OUR MONEY.

Interestingly the school district and school board blame everything on the State, but I don't see anyone from the state signing the checks that leave this district.

It's like saying that you are going to go after Kings Supermarket because the price of beef in the U.S.is too high. Yes, it is a problem in Oley, but it cannot be fixed just by complaining to Kings. If it's a national problem it needs to be addressed on a national level or the problem will never be solved. The same scenario applies to the Oley school board. Without fixing things on the state level, you'll never be satisfied with the board's actions because the entire system is broken and the Oley Valley school board must work within that broken system. Your attempts to change things at this level are going to frustrate you and result in very little or no change.
For example, some of you have been speaking at board meetings since LB and RS were on the board(and even before that) , yet things are still the same. I've been a resident of Oley for a long time, and my taxes have done nothing but slowly and steadily increase. You (and/or others like you) have been working at this for a very long time, and the board has had many changes in personnel over that period of time, yet things remain the same. It's like trying to put a 1" bandaid on a broken leg and expecting it to heal the broken bone. You need to get to the root of the problem and that is at the state and/or federal level.
To the previous post. You are hitting the nail on the head with those comments. However, it makes you and your comments easy targets for angry comments to be directed towards you. I will start the flow of such comments by saying it is real easy to be a arm chair quarterback and make changes after the fact, but WHAT SOLUTIONS AND/OR SUGGESTIONS do you have to recommend. Complaining is for weak minded individuals. Offering logical and realistic solutions is what truly concerned individuals offer.
As for your bandaid on your broken leg, that makes me think of Act 1 on the current problems.

It is OK with you that the school district allowed 45 teachers to be absent on one day, and have 45 substitute teachers also come in to work, have the classes not being taught, and every one gets paid. Then on top of this, we have the floaters coming in and getting paid also?
That is $4,125 for the subs and the floaters, and god knows what the teachers got paid, and on top of that, have the classes not really being taught, which means the children did not have that particular class on that day.
Now take that about 10 to 15 teachers out on a daily basis, 10 to 15 subs called in to work, and the additional floaters called to work every day, and multiply that times 180 days.
Do you feel that there is anything that can be done about this absentee rate.
These are not all illnesses. These are scheduled absences, and sometimes do not even count against the teacher.
Oley budgeted approximately $225,000 last year for substitutes, and I'm sure they used every possible penny.
Please tell me what the State and Federal Government had to do with this.
Do you think that it is okay for the school district to pay for the education of a substitute teacher, just like they pay for the regular union teachers?
We still are waiting for a few teachers who left employment last year to repay the tuition that they were reimbursed, and then left the school district. This comes to quite a large amount of money.

I did not see that motion before the board.
In the private sector, if a secretary was given a gift, the people who gave the gift took a collection for the gift, they did not dip into the taxpayer's pockets for the money.

I have a very simple solution to the problem.
MAKE THE EMPLOYEES COME TO WORK AND DO THEIR JOB, AND STOP THROWING TAXPAYER MONEY AWAY FOR THINGS THAT THE DISTRICT DOES NOT HAVE TO HAVE.
Cindy, a little bit of knowledge can be a very harmful thing. I would not be surprised to learn that the district budgets 225,000 for subs considering that many first year employees are hired as long term subs. You are getting off the point though. The problem lies with the state. Check the budgeted amount for subs in any district in the state. In cases where they hire teachers as long term subs (which is a monetarily smart move), the budget will be at least that much. You are trying to bring the issue back to Oley when it is a much larger issue, a state issue.

Sorry, folks. Can't agree with ALL of that. Yes, the problems begin at the state level. NO, the board does not HAVE to work solely with a broken system. For starters, with limited funds, they should concentrate on EDUCATIONAl things, and let the frilly sports extras sit on the back burner. If the football boosters are bugging the board about the WANTS and demands...tell THEM to work out a plan. We've got a bus load of kids that can't read in 9th grade, and those kids don't belong on the sports bus, they belong at a desk. Finally...learning to read. WE paid for them to learn for 9 years, if they don't learn, we want our money back.

I don't know where you got that information, but you are way off base.
If you are OK with 45 teachers being absent on a given day, YOU PAY FOR IT.
All the little things add up, and over an 8-year period they really add up.
With this kind of mentality, soon the school district will have 10,000 employees to teach 2,000 kids.

Not too far from the truth, is it? Thank God that with all that guidance and skilled training, we can look forward to our kids learing how to read by 8th grade, instead of 9th. Will wonders never cease?
Hopefully, the sports enthusiasts will see to it that with each tax dollar that is invested in our youth's spirit, discipline, and health.....we will never again see a need for the graduates to pay their kids to go get the remote, fetch another beer for daddy, or avoid tying their own shoes because they can't reach the laces.

The state and federal government is doing something about the school board's inability to manage education, fiscal and educational controls.
This is called accountability, something which our group requests, but receives little attention.
The tactic of stonewalling answers to questions may be the board's short term solution, but in the near future,they must act or face fines and removal.

A school board that asserts they will raise taxes higher whether they are needed or not should be fired by the voters.
School tax increases exceeded the rate of inflation and the state average wage increase for years.
Our taxes would be half today if there was a referendum on spending.
HB1 is far from perfect, but anything is better than blank check budgets.
E-mail the representatives on the blog and demand a tighter referendum.
It is time the taxpayers have a real say on how others spend their hard earned income.

I wish I had a $ for every stupid story I've heard about Mrs.Lightcap. She is a problem the school district has never dealt with. Ask principal Markley at the high school how unprepared the ninth grade is when they get to him.

Hello my daughter is in 8th grade and doing very well. I actually feel bad for Mrs. Lightcap. She is under-staffed and needs more help. If your child and yourself took education seriously, you would be checking to make sure they are on task. Yes they need to be better prepared for HS, but the people higher then Mrs. Lightcap need to get her the help and support she needs. As for the board member pulling her child from the MS, that was not a good move, her child was in the gifted program and she would have done very well with Ms. Short. Parents have to know what their children are up to and what they are doing in school. MS are the hardest years for children and for anyone to teach them. They need to know their limits and if they need help to prepare for HS, the parents and the children should ask for the help.

And why else are they still on the board? They have the power to keep raising our taxes! They enjoy that, do not say they don't. Just to set the record straight, the ice cream and strawberries is a tradition that goes back 20 years. It is not a "party" to celebrate passing the budget or raising taxes. The board meeting in June is the same time as local strawberries are available and long ago the board, along with anyone who attended the board meeting,were invited to have some after the meeting. It used to be held in the cafeteria until the meetings were moved to the board room. Also, the strawberries and ice cream are not purchased with district (taxpayers) money.

I thought it as APPLES that was what we brought to our teachers! Now, we find out all along, it was supposed to be STRAWBERRIES! And, that makes sense, since there's so much more room to stack up the strawberries on the teacher's desk! I know some families that went to Catholic School and then came back to Oley. They told me that the children and teachers are the same as the public school so why spend more money on education when they pay their taxes to Oley they might as well use the system. B.B. is paying a big fee to send her daughter to Catholic School and she would have done very well at the Oley MS. If your child wants to learn and you the parent care about education then your child can do good at the MS. Ask B.B. how her older daughter is doing in the HS and if B.B. likes the HS. We have problems at all levels of this school district and more parents need to get involved in the education of their children, not just come to Halloween parades and sports activities.

It does not look good for a school board member, or members, do take their own children out of this school system. What sense does that make? It's as if they're saying, " this system we're working with here is good enough for your children, but not good enough for mine." If there are things that don't float with the board members, then the system should be changed to make it good for all the students, including those of a board member.

You're right, all but the one thing. If you run for and are elected to the board, then you're telling everyone that voted for you that YOU are the infulence needed to better this school system, along with the rest of the board. What's good for the goose, folks. It's that simple.

OK everyone, calm down and talk nice from now on! Only concerns of this district OK! Let us get some possitive feedback from the administration and the board on questions and issues we have. The time has come for all of us to work together for the best interest of the children and the public. We want honesty and accountability.
well, well, well, I thought that by checking out this blog I would perhaps find some intelligent comments on the issues at hand. Boy, was I ever wrong. Wrong too in thinking that the "concerned citizens" weren't just spreading propaganda. You people really need to get a life.
