The Public Is Not Invited



The Oley Valley School District is having a banquet at the Sheraton Hotel and the public is not welcome.
You will not find this feast publicly listed on the district or school board meeting calendars.
The stated purpose of the gathering is for curriculum auditors to give an overview of their plans to audit the school educational structure.
The number of invited guests will be approximately thirty people. They will consist of administrators, supervisors, and school board members only.
In addition to the dinner, the high school string orchestra will provide entertainment.
To pay for this festivity, the district will use Pennsylvania Project 720 grant money.
“Project 720 began during the 2004–05 school year when the state allocated federal dollars to support pilot implementation and exploratory grants for districts to tackle high school redesign using research-based strategies.”
Gov. Rendell even dedicated $4.3 million in state funds for an expansion of the Project.
The purpose of this grant money is for the educators to invest in strategies to improve the standards of education and not to spend these precious educational dollars on dinners for themselves.
This expense may not be significant, but the message the district sends to the students and to the community is priceless.
This is a disgraceful misuse of our tax dollars.

Of course the school district will state that this money is grant money, however, this money was supposed to be split in half, one-half paying for this Curriculum audit and the rest going to the education of our children, not to again FEED our school board, school administrators and supervisors.

Hey football folks, here is about $1200 of money that could have gone to your program.

Instead, Dr. Zackon, Dr. Stubits, and the remaining administrators and the supervisors and probably the administrative secretaries too, along with Mr. Heckman, Mr. Richard, Mr. Hannum, Mr. Cappa, Mr. Maloney, Mr. Madeira, Dr. Gotwals, Mrs. Bieber, and Mrs. McCarthy get a nice dinner, just to discuss an overview of what these auditors are or will be doing, along with being entertained by the High School Strings students.

Hopefully the spouses are not invited, because if they are, I will be attending also, so please contact me with the choices for dinner. Thank you.

There was some sort of meeting or something that went on in the summer of 2006 check run. Another $500 spent at the Sheraton for something or other. It was terribly miscoded in the check run, and I have to refer back and find out how it was coded for payment.

I understand there is a dinner party at the taxpayers expense, February 6, 2007, at the Sheraton-Berkshire Inn, hosted by we taxpayers, for the Oley Valley SD administration, school board, curriculum auditors and strings group, who will be entertaining prior to dinner. It is my understanding this is being paid for by a Federal Grant (the taxpayer's money no matter how you slice it).

As a marketing professional for nearly 40 years, I have planned and organized many business dinners. I KNOW what this party will cost. Furthermore, in American business, the CLIENT does NOT PAY to entertain the business provider... it is the exact opposite! The curriculum auditors are the ones who should be entertaining us out of their hefty retainers and expense accounts.

My husband and I believe this is a misappropriation of funds and an outrage!!! Consequently, we have contacted our U. S. Senators, U.S. Congressman, PA Representative and Senators, PA House Committee on Education and the PA Secretary of Education and OVSD Supertintendent, Dr. Jeffrey Zackon, to register our complaint. If anyone else feels the same way, please do the same.

I went up to the administration building to review and copy the Preliminary Budget for 2007-2008 on Wednesday, January 31st.

As I am unable to drive, a friend of mine from another school district brought me to the school.

I told them I was there to review the Preliminary Budget which was supposed to be prepared and sitting for review on January 25th, and had to wait at least 15 minutes for someone to bring it out to me.

Just as I was removing the staple to run the papers through my copying machine, the board secretary came running around the corner in a panic, beacuse she was not sure if this was the copy that I should be allowed to see.

She then followed Dr. Zackon into the business office and asked which copy the public was allowed to see, and it took approximately another 15 minutes until Dr. Zackon came out with the copy.

This series of events leads me to believe that this school district has another copy of this budget that they will be sending to Harrisburg, and this concerns me greatly, as the numbers could be very different.

While I was waiting, there certainly was an interesting cast of characters coming from the superintendent's office.

First Mr. Wayne Weidner walks by, followed by our solicitor about 5 minutes later, and then followed by Dr. Zackon.

Are some members of this community privy to information that is not being passed on to the taxpaying public?

Interesting combination of folks meeting, seeing that one of the meeting attendees lives near the track.

If there is anything going on pertaining to eminent domain and the claiming of land adjacent to school property we will not know about it. Real estate transactions of any kind, under the Sunshine Law, fall under the protection of executive sessions and therefore do not need to be discussed or commented on in public meetings.

The proposed track, eminent domain, banquet at the Sheraton, 1.35 mil increase in Real Estate taxes in the proposed budget, 1% EIT increase proposal to be put to referendum, football, ongoing lawsuit with Amthor Steel and five seats to fill on the board in 3 months.

For a district that seems to hit a brick wall with every "thing" that they decide they want to buy...all big ticket items...you'd think they would jump at the chance to conduct their meeting in one of the places WE OWN. And for the heck of it, they could have an old fashioned "covered dish supper". Indstead, they're apparently planning a wasteful expensive dinner. Again, another bad message sent to the children we supposedly care about.

How about this: There are children in this district yes good old Oley Valley that do not have food provided to them. They go to bed hungry. Why don't this district help the needy families from our school. They cannot tell us they do not know who they are. We have enough money in this district to help many, many people, and not just once a year at the annual pot pie. Actually, invite the auditors to that nice community dinner then at least you are helping someone while you eat. That would be too nice I guess.

PSSA pep talks are going on in all 3 buildings. The Principal at the Elem. School made a boo-boo when she told the whole 5th. grade class they the pssa in her words are important to us, then she said quickly they are important to you too. We all know how this district wants good scores so they look good. How about the children not being freaked out about taking these tests. Leave the children alone and if they do good they do good. These pssa shows how the school is teaching the children so do your job and everything would be fine.

Yes they do send out letters. They tell us to make sure our children get good sleep and eat a good breakfast before the pssa. The rest of the year whatever.

Guidelines for Project 720 grant funds can be found on www.project720.org. These guidelines are very specific and strict. They also call for community involvement including formation of a broad based local "work team" consisting of parents, local employers, members of community groups and others. Has one been formed as required?

Project 720, properly used, looks like a very worthwhile tool to help improve local education. However, I believe spending even a small amount of the $46,000 grant on a dinner is a bad decision. I don't think the PDE had this kind of thing in mind when they granted the OVSD this money. Come on, board, reconsider this and do what is right. Pay for it yourselves and save the grant mponey for what it is intended: improving education.

You must speak a language OTHER than English, if you don't understand the way things work TODAY.

The biggest thing we are dealing with today is GREED. The grant funds are coming from taxes, the same as the funding for all the school "wish lists" in EVERY school system. It would be a revolutionary concept in ANY school system, to attempt to use collected funds for their original intent. EDUCATION. As long as we are forced to deal with dunderheads that get some sort of rush by spending big bucks on absolutely anthing...we're all doomed. This country is no longer making use of the system our forefathers struggled to put into effect. When the roll is called up yonder....there may be one Hell of an uproar.

I would like to see this expenditure listed in their grant application, wouldn't you? Do you consider this money better spent on a dinner meeting than on improving education in the OVSD? If so, then list your reasons and, while disagreeing, I will respect your opinions.

Let them keep attacking the messenger, who cares they are the ones that are guilty. I slept fine last night I do not spend our taxpayers money on non-educational items. I would never request anything that was not for education. This board and administration should cancel this whole dinner thing. They must be replaced if they are going to continue this wasteful spending. Use the money the way it was intended to be used on the children and education.

If it is too late to cancel this dinner on Tuesday February 6th at the Sheraton, invite 4 needy families or how many families make up the 30 people that have already ordered their food. The hotel must have policies which they FOLLOW and you might not get your money back now. So the next thing to do is to give this nice dinner to families that otherwise would never see the inside of the Sheraton. It is money to be used of their children anyway, not some greedy hungry adults.

She did not even bring home a permission slip, just a memo from the teacher to go to the Sheraton and what time etc. The parents of the sting kids need to drive them they all do not have their license. Just would like to know what they (the parents) will be doing for the 1 1/2 hours while their children are at the dinner?

No toliets working in the HS today and they do not send the kids home. That is very wrong. How are they all 650+ suppose to hold it in for 7 hours. I am sure they used the toliets anyway and that is very unsanitary. They could not wash their hands! GROSS! It is dangerous to hold yourself for hours. Ask any doctor. Oh yeh don't we have a retired doctor on the board, he will tell you. Enjoy your dinner!

My high school student tells me the water problem happened during 7th period, and half the toilets/sinks worked. If you were the principal would you have called for early dismissal over this? A bit over reactionary I'd say.

Your HS student is wrong. I called the school today and it was an all day problem. The water main break in the township caused the water to not work in the HS ALL DAY! The HS told me today that they were thinking of what to do and that the water started working 8th period. It was not working most of the day. That is gross!!! and against the health dept.

That is why the school told me some made up story! Get real! The children could not flush there was 1 toliet they could use. Even if it was for 2 hours that does not matter: 650 kids plus adults with 1 toliet= unsanitary conditions. You get the story straight and tell me who the heck you think you are telling me I am wrong. I called the school and many children told me my story. I have more important things to do. I guess you think it is ok that the good old school admin,board,and auditors are eating tonight at the Sheraton using grant money. Oh yea that cannot be either. Go to sleep. Ask the nurse at the HS her bathroom did not work either.

Well I heard that not only was there no water, there were also no sitting priveleges. Since so many students had to urinate, teachers required them to stand so that they wouldn't leak on the chairs. Imagine that! How could this be? If you don't believe me, call the school. This is fact. The OCC has the facts. Get your facts straight!

Just a reminder to all who are going to run for school board. Nomination petitions can be picked up at the Court House beginning Tuesday, Feb 13th and must be circulated and filed between then and March 6th.
Remember that you stand a better chance of winning if you run FOR something than if you run AGAINST everything.

You need to get off the board and let someone that knows what the heck they are doing take over. And yes I would not run with the current admin. in place.

You really are mental! Sorry the food was paid for by project 720 grant money. Even the Asst. Super told the OCC as you call us. She said the dinner was being paid by the grant. You just cannot stand anything going on this blog site. You have a choice, turn your computer off! You live in a closed minded society here in Oley. Maybe one day you will wake up and realize the facts we put on this blog come right from the horses mouth and the documents from this district. There is no joking around when you are talking about at $26+ million business as Mr. Heckman calls it. This grant money was to be used for the curriculum audit and the education of the children. Did you forget the children? You only think of your hungry stomachs, what about the childrens education?

I'm sure the soiree was oh so delightful, especially since the taxpayers paid for it. Only the edurats would imagine that Federal Grant money did not come from the taxpayers. Their actions would indicate that they think because the largess didn't come directly from "local" taxpayers, it was perfectly acceptable to go to excess with this gift from 'presumably' the grant fairy?

Did it not occur to any of these self-esteemed individuals that tax money comes from taxpayers, whether it be federal, state, county and local. For individuals who are such legends in their own minds, one would think they would know these pesky little details.

It is not nice to rub your benefactors' noses in your excesses, oh not-so-wise administrators, board members and curriculum auditors.

My, my, some high faluten folks certainly need a course in the more delicate art of expressed consideration and appreciation toward the hands that feed them. It is the only polite thing to do.

Do you really think Heckman and Company have the intellect to run a $26 million company. They apparently went to the same school of finance as Willie Nelson, Nicole Smith, Mike Tyson - some other giants of financial planning. It is only a matter of time before the bubble bursts. Costs go up, "education??????" goes down.
And then people get on this blog and act as though they and other people in the school system give any thought to what their offspring are being taught.
We teach a test, get that, we teach a test. If that isn't clear, we teach a test. You better hope the test has the questions on it that are important to one's life, because only the test is taught. Why? So it will appear that the school is teaching something. They do - they teach the test! We called that cheating when I was in school.
Does the board care. No, it is about them: the power to dine, the power to give friends no bid contracts, the power to play golf with contractors. Education left the public school system about 1945. Veterans abdicated the power and control of public schools to the 4F crowd. And this 4F crowd has strengthened their hold on public schools ever since.
So long as we, the public, put up with the boards personal expenditures, like banquets at the Sheraton, characterized as "educational" activities, we will have our taxes increased to feed the insatiable appetite of these "educators." They can't make it on their own - so they have found a way to use your money for their "pleasures">

Gerald Ford? Oh yes, he is the former president for whom the whole country flew their flags at half staff a month ago, for a month, EXCEPT, of course, the OLEY Fair Grounds flag, which fluttered full staff the entire time. Who in the Oley Fair Staff did President Ford annoy? Some Oley high school indoctrinated, socialist product, I suspect.
Yes, that is right - 30 days for a former president.

Thank you very much for expressing your concerns about the use of Project 720 funds in the Oley Valley School District. It is my understanding that no Project 720 funds were used for the event you described. Costs were paid by the Oley Valley Community Education Foundation.

The all knowing and strictly factual OCC strikes again. Regarding the dinner at the Sheraton for the curriculum auditors to present their findings: Mr OCC stated that it was paid for by the use of project 720 grant money.This was echoed by his usual discerning supporters who believe anything he says without checking the revered facts which they all "no". Surprise! They were, again, wrong. The money was provided by the Oley Education Foundation. There was also a personal offer to cover the costs so there would be no cost to the taxpayers. Did anyone check the facts before accusing? I don't think so. They didn't even check the attendees before erroneously listing them. A small matter? Sure, but typical of their lack of accuracy and concern for the Truth.
