Are You Registered To Vote?

The November 6th election for OVSD school board candidates may not be the slam dunk the current list of hand picked candidates expect. Please register to vote. This must be done 30 days PRIOR to the November 6,2007 election.


Where to Apply to Register to Vote

  1. Apply to Register to Vote in Person

    Individuals may apply to register to vote at a County Voter Registration Office or other designated sites. A link to County Contact Information is located to the left.
  2. Apply to Register to Vote by Mail

    An individual may apply to register to vote by mail in one of three ways.
    • The first option is to obtain a voter registration mail application form prescribed by the State or Federal government. The Secretary of the Commonwealth and all county registration commissions supply voter registration mail applications to all persons and organizations who request them, including candidates, political parties and political bodies and other Federal, State, and municipal offices.
    • The second option is to download the voter registration application available from this site. It can be accessed through the Voter Registration link to the left.
    • The third option is to complete the Online Pennsylvania Voter Registration Application Form which can also be accessed through the Voter Registration link to the left.

  1. Apply to Register to Vote at PennDOT

    Individuals may apply to register to vote at a Department of Transportation photo license center when he/she obtains or updates his/her driver's license.
  2. Apply to Register to Vote at Government Agencies

    Individuals may apply to register to vote at many other State government offices, including:
    • State offices that provide public assistance and services to persons with disabilities.
    • Department of Transportation photo license centers.
    • Armed Forces Recruitment Centers
    • County Clerk of Orphans' Court offices, including each Marriage License Bureau.
    • Area Agencies on Aging.
    • Centers for Independent Living.
    • County Mental Health and Mental Retardation Offices.
    • Student disability services offices of the State System of Higher Education.
    • Offices of Special Education.
    • ADA Complementary Paratransit offices.

  8. What's up with the police giving tickets on every road, every few miles, all day long? I never saw so many people getting tickets. Is our crime rate so low that there's nothing left for the police to do but give out tickets?

  9. were they actually giving tickets or were they doing one of those seat belt, Insurance card, registration and drivers license deals (which I guess is still giving tickets). I have heard a lot of 'click or ticket' commercials on the radio lately.

    And what is with the uniforms that look like tee-shirts that say POLICE. Do they buy them at zerns?

    It is hard to respect someoneone in a black tee-shirt. It is like trying to respect a teacher that isn't wearing a tie or dress.

    yes it does matter how certain individuals dress. If our community leaders dress like 'hobos', they are setting a bad example for others, regardless of how well the act in their respective leadership role.

    If our children and grandchildren are influenced by their teachers, police officers, etc.. as they should be, and those groups of respective leaders lead by (bad) example, a future ripple affect will take place.

    Last month I was summons for jury duty, and the instructions included a detail of acceptable and expected dress. Why? Based on the 'good job' theory, it shouldn't matter how I dress as long as I pay attention and fulfill my obligations to the best of my ability.

    So I do feel that the police, and school teachers should dress in a manner that deserves respect, or they should not object to the lack of respect they receive from the public and/or children!

    However 'mama', I do appreciate the fact that your comments were concise and not mean-spirited, I just respectfully disagree withopinion.

  17. The front page article in the Sunday, Reading Eagle, “Legislators renew tax-reform push” discussed the various tax plans being considered in Harrisburg. The only true tax-reform package is the Plan for Pennsylvania’s Future.

    It will eliminate school property tax in return for modest sales tax expansion and a slight increase in state income tax.

    Perhaps, the feature equal interest is that is has SPENDING CONTROLS. All the other packages talk about finding ways to raise taxes, but not to curtail extravagant school board spending.

    Please contact your Representatives and get them to support the Plan for Pennsylvania’s Future.

    Our opportunity for change is now. Let's make sure the politicians hear our voice and not just the greed of the special interest groups.

  18. OCC - I have already contacted the representatives in support of the commonwealth caucus (Plan for PA Future).

    As far as I am concerned, raise the sales tax to 9%, broaden the base to include everything, including food, utilities and clothing, and then eliminate county property taxes, EIT at the local level and PIT taxes, as well as the rest of the crazy taxes that our state and local governments steal from us.

    Honestly, I would support eliminating the county government out right!

    6:35am - Your assumptions show your inability to think logically without jumping to a stupid and incorrect conclusions. I have not missed an opportunity to cast my vote in decades, even going through the administrative process to vote via the mail, when forced to travel.

    I was just commenting/pointing out the lack of substance in a previous post. 'Vote Locally' as opposed to??? - All the candidates are local.
    The majority of the existing board is not up for re-election, so you will be hard pressed to send a nasty message. At best you can get rid of two this cycle and deal with the other five in two years.

  25. We all know that Heckman has been on the board for 20+ years (5 terms). How about the rest of them - Maloney and Hannum still in their first term.

    How long have the other six been on the board, and what s/b the limit be 2-terms (eight years), or 3 - terms (12years).

    Or is merely the public's responsibility to set the term limit via the voting booth, and vote out anyone beyond their useful life as an elected official.

  26. No more than 2 terms. Richards has been on for more than 2 terms, McCarthy is on her 2nd or 3rd. term. Cappa is on his 2nd term if he is re-elected this fall. Heckman is on way toooo long and will be on his 6? term if he is re-elected. The 3 new people running are not guaranteed a spot on this board. Do not celebrate the victory before the vote.

    The new 3 running have not had a public forum to tell the people in this district what they will do for the children and the citizens if they get elected.

    They just assume they are already on the board. That is wrong.

    What the heck does that have to do with my inquiry? It sounds as if you are threatening me with not pursuing change, yet you appear to be dissatisified with the status quo.

    I guess we should vote for the same old, same old. Maybe that is part of the Oley Historic crap!

    As for the candidates organizing a forum????? Isn't that the job of civic organizations, such as the PTO, women's league of voters, republican national committee, etc. to invite prospective candidates to come try to earn a nomination to the ballot (during the primary season). Did any of the candidates, old or new say NO to any such events hosted by the OCC or any other organization.


    Before I wrote this i re-read the entire blog and the previous blog looking for what suggestions to the school or the school's curriculum needs to be changed, and I did not find a single posting making a logical recomendation. I did not see where any of the bloggers talked about geometry, trigonometry or calculus. I did not see anyone post where changes to english class needs to be made, or the introduction into foreign language needs to be made.

    All I read about was how the current board pee'd away $1.6 million for a track, which I agree to be a huge waste of $$$. If this blog is truly concerned with quality of education that our children/future are receiving, then post some concerns of substance, or re-elect the same two that have been on the board for the past 10 or 20 years, and thanks them for living up to the communities obligation.

    If you want change, vote for change, and vote for concerned individuals.

    It is ridiculous to say that 'new' board members are the same. But unfortuantely, so much of the stuff on this blog is ridiculous.

  28. Vote for change is what has been written on this blog for years now!!! Do not vote for the 5 members that will be on the ballot. Write in a new person. There is an area on the voting machine to do such a thing. It is called a write in.

    We know that the new 3 will not help the majority of the people and children of this district. They been coming to meetings not asking a single question.

    They do not know what a board member is to do once they are on the board. How will they be able to vote on the next years budget when they have not ask any questions regarding how this district runs and what the requirements are for this district?

    Contrary to your post, there are five (5) positions open on the board for the November 6, 2007 ballot, 2 incumbents are running and 3 new people, and I believe this equals a majority of the board at last count.

    One thing we "miserable people" do not like is seeing that the average SAT score in Oley fell 65 points from 2006. That's the largest drop of any school in the county. Is anything being done to correct this trend? Is anyone being held accountable? Of course not. We reelect the same like minded board members who in turn extend the contracts of the same old administrators and we expect change or improvement? Dream on.

  42. Why must questions be asked at board meetings to be considered engaged? If individuals research and pursue answers via other means, such as going to the business office, sub-committee meetings, etc., does that mean the are out of touch?

    There are many people in the community that ask questions or voice concerns to the board and the administration without attending meetings.

    In two years there will only be four positions open, not five.

    Our board has 9 members. There are five positions open on our current board of 9. I was referring to the board positions that are up for election.

    2 people are running for re-election and three have chosen not to. This equals 5 positions that have to be filled.

    5 positions can be construed as a majority.


    So what is it exactly that you are trying to say?

  49. OCC -- make sure you educate everyone how to vote for write in candidates. A Write In program can upset the apple cart. It will be interesting to see what happens.

    As for us, we just got our tax bill for county, local and school tuitions for the few children we have here that attend surrounding district schools -- at their choice.

    Don't miss Oley's taxes one bit -- but do miss the good friends of the OCC. Congratulations with the affiliation with the statewide taxpayers groups. Keep up the good work!!! (:

  56. Under Heckman and Cappas watch, our taxes have gone up 72% the last 6 years and we have nothing to show for it, in our test scores. The scores have either remained the same or gone down. This is outrageous. It is time for a change.

    Someone is not checking the facts, and not telling the truth. Based on the minutes posted on the school's web-site, these candidates have attended many/most of the meetings. And two of the three candidates previously attempted to get on the board in the previous elections, even before there was football. And this also goes to show that they are not hand-picked candidates.

    Please check the facts before you blog, and stop misrepresenting the truth.

    Have you noticed the sheriff sale signs up in front of houses driving around???

    I have and it is a sad time when you see families getting forced out of their homes!

    The board needs to be more fiscally responsible and honest and really know, I mean have full knowledge about what they are voting on.

    We have wasted hundreds of thousands of dollars on lawsuits, non-educational items, high salaries and benefits, big retirement packages and than we see low test scores and children dropping out and the learning support children not getting the education they need to succeed in life.

    We must do more for the children. They are the future of our country.

  69. Board Meeting: 10/10/07

    The school board continues to shuffle funds to the determent of the taxpayers.

    They approved transferring $1,500,000 of money from the General Fund to the Capital Reserve Fund. The ultimate effect of this transaction is to raise millage.

    The $1,500,000 surplus is from the district miscalculating the 2006-2007 budget, $800,000 came from “unexpected” revenues, and $700,000 from unspent budget dollars.

    The size of the misjudgment raises serious questions about the ability of the district and the board to manage our tax dollars.

    This episode exceeds the $741,000 of missed revenue in a previous budget.

    The board had the authority not to transfer the money into Capital Reserve and leave it in the General Fund for potential tax relief. But, true to form, the following board members gave a stiff arm to us, Robert A. Heckman, Ralph C. Richard, Mary Anne McCarthy,Barbara M. Bieber, Robert J. Cappa, Scarlette Z. Gotwals, Christopher M. Hannum, David M. Maloney, Sr.

    This is the second major recent transaction of this type because the board ratified the placement of the $1,400,000 Nextel windfall in the Capital Reserve as well.

    $2,900,000 of money kept away from property tax relief, coupled with a 72% millage increase over a few years, underscores the board’s total indifference to the hardships they impose on the community.

    We do not exist in their minds until it is time to pay for their fiscal agenda.

    It is time for a change.

    Senator Gibson Armstrong (R-York, Lancaster) circulated a co-sponsorship memorandum that would eliminate/modify 5 backend referendum exceptions.

    The Pennsylvania School Board Association immediately sent an alert to their members to oppose any attempt to restrict their taxing authority and power grab.

    Until a tax reform package is passed, it is a good idea to contact your legislatures and ask them to support Senator Gibson's memorandum.

    YES IN THE PAST THE BOARD MEMBERS WERE CHOSEN. I WOULD SAY SCARE TACTICS HAVE PREVENTED ANY GOOD HARD WORKING PERSON TO RUN.

    BUT NOT ANYMORE. WE ARE NOT SCARED. WE WANT THE TRUTH AND WE DESERVE TO GET IT. THIS IS OUR SCHOOL AND OUR CHILDREN'S EDUCATION WE ARE TALKING ABOUT.

    As for commenting on the latest board blunder, I whole heartedly agree that the board was wrong for their movement of money. I believe it should have been left in the general fund to offset any possible tax increases for next year. It bothers me even more that the reserves are so large that they can be used by the union to justify large contracts in the future.

  82. Yes, I am one of the 3 new candidates running for School Director. I am dissapointed by some of the comments made, especially the ones directed at me, and the other new candidates. These statements are simply not accurate.

    I was also dissapointed on how the board recently handled the transfer of money to the Capital Reserve Fund. This ultimatly will have a negative affect on taxpayers. Even though I do not agree on how it was handled, I do understand why it was done.

    I am currently on the Board of Directors of two other entites. CAFA (The North American Coated Abrasive Fabricators Association), and Keystone Abrasives, of which I am also part owner and President. I consider myself to be a conservative Republican. I will promote fical responsibility, and educational excellence. Yes, I am pro athletics, including football, because I believe that they promotes character, and they are meaningful educational experiences for all that particapate. If you give a child a ball, some instruction and encouragement, it will result in a life experience they will never forget.

    As some of you know, I ran for School Director 4 years ago, and lost by only a few votes. I ran again because I believe that I can make a difference and have a positive influence on decisions that influence both the students and taxpayers of the Oley Valley.

    Yes, I know that I have more to learn, but I have already learned quite a bit, and I believe that I will be an effective School Director.

    The comment about my silence is true, and on purpose. I know that to get anything accomplished you need five votes! Alienating yourself before even sitting on the board, would not be productive. After all it is a board decision, and not one opinion that results in action.

    Verbally attacking board members, and administrators, is not a productive way to promote your position. Open discussion, reasonable understanding, and persistence, are all better approaches to achieving personal objectives.

    I would be happy to meet with any concerned citizen to discuss issues concerning the Oley Valley School District. In fact I consider myself to be a concerned citizen.

  83. Thanks for your comments and biography. Good luck on the board, too. You are in for an experience unlike any that you have had serving on any other board or committee.

    I am glad to hear you were not in favor of the transfer of funds to the Capital Reserve though you write that you understand why they did it. I asked this question before and received no answers: Why did they do it? Could you share your understanding with us? It seems like an unnecessary move unless they are planning some blockbuster expenditure. Does it have anythingthing to do with a football porgram? The board and administration always complain about "rumors" out in the community but if they were open and forthright on issues such as this they could prevent alot of that.

    Again, do your best and always try to balance the educational needs with the needs of the taxpayer. Don't be afraid to be the lone "no" vote on any issue and never sell your soul to the PSBA.

  88. Unlike the other new school board candidates, it is nice to see one finally, publicly express a view on an issue.

    Perhaps, in the near future, the others would inform us of their platform.

    I am a firm believer of the idea, that you measure a politician not by what they say but by what they do.

    Cynthia E. Smith is for fiscal and educational accountability. She speaks frequently on behalf of the taxpayer at school board meetings, and most recently, at the House Finance meeting on property tax reform.

    She not only attends the two school board meetings each month, but the committee meetings, as well.

    She also does extensive, independent research on educational issues. She cares enough to do the work necessary to be a great school board member without being spoon fed by the administration. There would be no learning curve if she was elected.

    The new candidates are not within missile distance of her knowledge and public commitment to fiscal and educational accountability.

    Contrary to the new candidates belief, attending a few school board meetings before an election and remaining silent during those meetings does not qualify anyone for board director.

    There is not a tax increase Heckman and Cappa have not approved. Our taxes reflect the fondness these two have for extravagance.

    It is time for change.

    We need a fresh new perspective on the board not "rubber stampers" for the status quo.

  89. I was informed that readers of this blog were interested in hearing from the individuals running for the school board. I am also a candidate running for school board. I ran unsuccessfully for the position two years ago. I have two children who are currently enrolled in the school, and believe that I can provide a positive impact and provide fresh ideas concerning the operations of the school. I am fiscally conservative/responsible, and do not believe that anyone should be unnecessarily taxed.

    I am not against having a small amount of money available for a rainy day, but believe that if large amounts of money, such as the $1.5 million, gets shifted into a capital reserve fund, then it should be earmarked for a known identifiable purpose.

    Activities and sports: I believe that if a child is doing well academically, that keeping that child involved in activities such as band or athletics will further assist that child in growing into a productive member of our community. I volunteer as a coach for several activities, such as: Girls Softball, Boys Baseball, Football and Elementary Wrestling, and also coached soccer.

    School board meetings: I do frequently attended school board meetings. For the last several months, I have been quiet, because I wish to observe and learn about the board. If elected to this position, I will need to work with the other eight board members. Creating adversaries prior to being elected will not help create an open environment and provide opportunity for change.

    The primary reason that I have chosen to run for the school board (again) is my concerns regarding the current curriculum. I do not believe that our curriculum is keeping pace with what our children will need to succeed.

    Personal background: I have a bachelor’s degree in business administration/Accounting. I am a certified public accountant. I am currently pursuing a Master’s degree in Business Administration (Saturday classes). I have had the privilege of serving on the Pike Township’s planning commission. I also had the opportunity, last year, to sit on the School Board’s Tax Commission Study (TSC) regarding the Act 1 referendum question, which the school board opted for something other than what the TSC’s recommended (?).

    Therefore, I consider myself a concerned parent, a concerned citizen, and a concerned taxpayer.

    She takes hours of her own time doing educational research, asking questions at board meetings for you, yes you and your children, yes your children!

    I would think twice about attacking such a caring person. There has not been one person in the past 4 years on this board that represents the community as a whole.

    They get on the board not knowing how this district should be run, they do not care to ask important questions and then they vote yes on everything and then ask questions after it is to late to change their vote.

    I know of one person on this board that was upset after she voted for Zackon's big raise. And after I asked her why she voted yes and she said she was scared to answer the newspaper reporters if they came over to her and asked her why she voted NO.

    Yes, Oh yes a true story. Mrs. Smith is not afraid of voting for what is right for all of us in this district even if it means answering to the reporters.

    SHE TRULY CARES FOR THIS DISTRICT AND HER CHILDREN AND YOUR CHILDREN.

    Even if she does not get elected she will not go away from speaking and asking questions. Fiscal responsibility, honesty and education is what we always wanted.

    This board does not like anyone asking questions regarding what they are doing to this district and our money.

    The 3 new members running do not know what is going on in this district regarding our money, education and being honest.
    They will be taken for a ride like the last bunch that got on this board.

    Term limits is a must. The board would have to pick a new person if we did not have enough people to fill in the empty seats on this board.

    An empty seat is better than Heckman and Cappa getting back on this board.

    If you want to keep your house and sanity do not vote for these 2 individuals.

They should be very specific, or she is no different than heckman, cappa and the boys.

    Besides attending meetings, and apparently asking questions, what changes is she planning to propose and pursue. Is she qualified to manage the $20+ million dollar business. If so, Why? What sub-committee does she plan to chair. Isn't each board member given at least one, if not two. This should be answered by Cindi, not her fan club.

  110. Cindy will research the $20+ million budget before she votes on it, not like the current board members. Barb Bieber cannot manage a $20+ million budget either can her husband, Kubitz or Burns. Heckman and Cappa cannot either. You cannot vote of a budget this big without knowing 100% what you are voting for. This board has voted for yes on these big budgets for years without any knowledge. Monies have been put into different funds for it looks as if the board needs to raise our taxes when the money is there all along.
    This will not happen if Cindy is on the board.
    And if she is not elected, she will not run and hide like Burns and Kubitz did when they did not get elected. She will continue to go to board meetings and ask questions and ask for honesty and fiscal accountability and an education her children and your children have a right in getting under the LAW of this great country.     4. Cindy expects answers to all questions.

    The board approved the transfer of a teacher to the position of a technology coach. His salary will increase to $70,000 a year.

    This is part of a grant program called the Classrooms of the Future.

    The grant, and shared costs with another district will pay for the position. However, a substitute will be hired to cover his teaching position.

    Cynthia E. Smith informed the board that as part of the experiment the district will need to find a “reliable local source” of revenue to supply laptops to all the students in the district.

    They said they were not aware of this requirement. This information is available on the Internet.

    This plan needs a lot more research. At this point only Mrs. Smith has done the homework on the subject.

    Because she did not commit herself to the position for the primaries. She did not open herself up to the general public.

    Yes she has established herself on this blog, but this blog only represents a tiny percentage of the valley's community.

    If the current board (members - not the board itself) supports a mystery write-in candidate, it would be viewed as a some devious act, and a power grab, etc.

    However, it seems that such a sneak in for Cindy is acceptable.

    I personally believe Cindy will make a fine board member, and I do not think that she will be the only NO vote in the future on many items. I just don't agree with back door politics, which is what this type of write-in campaign is. A write-in candidate is acceptable if they announce they are running, or they were unsuccessful at the primary and are still passionate about their desires to serve. But not honorable, or in the best interest in the community, if they run an underground campaign.

They have gone to a FEW meetings and they did not ask any questions, did not request any information, nothing! Business or no Business experience if you do not know what is going on in this district and what the board is doing, forget it.

    Cindy knows what is going on, she asks questions, she requests information, she does research work outside of the board room. She has ask important questions that this board refused to answer. She would then find the answer by doing research on her own time.

    My vote goes to Cindy and only Cindy.

    Heckman and Cappa think they know how to run a school district, but their voting record speaks for itself. Time for them to go. NOW!

    Cindy's truth on this school district is your word "criticize". why are you scared of the truth? Oh please get a hold of yourself. Cindy went to this school district and cares deeply about it and all the children and citizens, something you cannot deal with.
    Go call her and actually talked to her about what is really going on in this district or do you not want to hear the truth? The truth is not always pleasant but if you have children in this district you better wake up. Yes not all things are doom and gloom, but what this school board is doing with our money and lawsuits is enough to make you sick. Honesty is not a word in this boards minds.

  181. I am happy, and I am from Oley. I know it is not a normal trait, but what can I say.

    I do have a serious question. Is there any news on the child who was diagnosed with this MRSA infection. I keep hearing about this cropping up all over the place, and see that Oley announced someone yesterday, via a posting on the schools web site.

    As parents, what do need to do, if anything. Will the school need to be disinfected, like the other schools did, as shown on the news?

    The web site says it was a high school student. However, all three schools share things like buses. Is this a cause for concern?

  182. The web site says that if you have any questions you should call the school nurse and it gives her phone number and extension. I guess it would be as good a place to start as any in order to get your concerns addressed. Let us know how you make out...

  186. Don't forget the Budget and Finance Committee Meeting tonight at 7:00 p.m. in the board room.

    The auditor will be there to discuss our school audit, and perhaps we will get an explanation as to why this school district always seems to come up with the extraordinary amounts of money, conveniently after they have already passed the budget for the new fiscal year.

    This district has big plans for additions to our high school and it is in every taxpayer's best interest to attend these budget meetings.

    They're always crying poor, they then raise our taxes, and then find the mysterious money they didn't know they had.

    Then to add insult to injury, they elect to put this "newly found" money into the capital reserve fund, therefore setting the taxpayers up for another tax hike.

    Please plan to attend these important meetings, and let's start getting this district back on track (excuse the pun).

  190. Ever talk to anyone that has MRSA? It's horrible, painful, unpredictable, and expensive to treat. You can spend months in the hospital and expect to take the misery home with you. No one will be glad to see you. Surgeons "cut out" the affected areas. This is nothing to take lightly.

    I have. I volunteer at the reading hospital, and well over 25% of the elderly patients have MRSA, and it has been like that for at least the past 3+ years.

    It is not nearly the big deal that the media and left wing wacko's make it out to be. The flu is just as deadly.
