
How Do I "Write-in" A Vote?
Before you close the curtain, ask the Judge of Election to explain the write-in process. You should cast your write-in votes after you have pushed the buttons of any other candidates you support.
They should also provide writing instruments for you for a write-in vote. It may be best if you bring your own.
Step 1:
For the Office for which you want to cast a write-in vote, Press the respective write-in button.
There is a separate write-in button for each office on the ballot. It is important that the correct write-in button be pushed, or the vote will not count as intended.
Step 2:
Then press in the large flashing red button at the top of the machine, wait for the machine to open the write-in window.
Step3:
Write or stamp your candidate's name on the exposed paper in the window.
Step 4:
Then pull the black shutter down over the name you have written, closing the window.
Close the window thoroughly! Give it a little tug. The flashing red light will stop when the shutter is completely closed.
Step 5:
Finally, Press the Green “Vote” button to record all your votes made on the ballot.

If the name isn't spelled correctly or abbreviations are used it can be challenged and disqualified. The odds are stacked against write-ins. Even with a light turn-out Cindy will need a minimum of a thousand votes.
At least she is giving it a try, cannot say the same for you. If she does not get elected she will continue to be involved in this district and ask important questions. I did not attack the OCC, and for theat fact, I am a supporter of the OCC. I find it strange that you would use the actions of a board member, which you apparently dislike or at least disagree with, as a form of justification.

fast fact; the ovfa and the oley school district did seperate studies on all county schools and confirmed that the actual cost is 45,000 per year and actually generated a revenue of 12,000 per year.
$45,000 per year and you get $12,000 back still amounts to a tax increase. How do you think this bill will get paid every year. $33,000 can go for books and should go to all the children not just the football children.

The board must set aside up to $50,000 to maintain the new field. That is a fact.
Finally a bill to eliminate school property taxes will be introduced in Harrisburg.
It is called the School Property Tax Elimination Act of 2007 (SPTEA) contained in House Bill 1275.
Using a combination of sales and state income taxes, school property taxes would be eliminated.
Urge your representative to co-sponsor and support HB 1275. It is now or never to make things happen.

$50,000 per year spent on soccer! WOW!
First, Soccer is not the only sport to use the turf. Furthermore, I would be curious to know how much revenue schools like Fleetwood, Kutztown, & Schuylkill Valley generate from football. I don't think an average should include schools like Wilson, Mifflin, or for that matter Wyomissing because they are in no way comparable to Oley. The three schools mentioned above would offer the best comparison since they are most similar to Oley in terms of size and socio-economic status.
It included only double A county schools that we would eventualy play. Twin Valley,Kutztown,Schuylkill Valley,Daniel Boone,Fleetwood...It should also be noted that the report made evident that football was the ONLY sport to generate any revenue. Not soccer...not track...not field hockey...not baseball...not Band...and that the field up keep costs must be divided between all sports that use it.

Kessler probably didn't co-sponser it because his Democrat bosses didn't give him permission. He has already shown that he is no fan of lower taxes. He talks the talk but doesn't walk the walk.
The actual text of the bill isn't available yet--I'd wait and see how much income taxes and sales taxes will be raised before you get too excited. Remember, they need to make up for the loss of property taxes somewhere.
They've introduced similar legislation in the past--I predict it won't even get out of the House finance committee let alone 3 floor votes and the approps. committee!

HB 1275
Everyone should read the text of the bill before you give it your endorsement. It may abolish property taxes but it gives school districts (the school board you all hate so much) the power to implement an income tax on all employees working for businesses in the District.
If you don't work in the district, you would be paying taxes on your income that would go to the school district in which you're employed, where you don't get to vote on the board or how they spend "your money".
The bill also implements a 6% sales tax on EVERYTHING under the sun and spells out exactly what they mean by EVERYTHING.
A realty transfer tax is also in the bill, as well as a number of others.
It just diverts the flow of money into many little streams. Ultimately you're still paying the property tax, and then some!
Someone correct me if I'm wrong but that's my take on the bill.

You are, for the most part, correct. As they always say when anything comes from the government: "The devil is in the details". First, trying to read HB1275 is like trying to read something in a foreign language. Although I scanned it, it will take several hours to really read and digest it.
The one key ingredient is the imposition of a "sales and use" tax. The key there is the word use. Not just goods but also services will be taxed (financial advice, legal counseling, tax returns, and many other services we now just take for granted.
Any proposed income tax the school district wants to levy will have to be approved by the voters at referendum. If approved, the local Earned Income Tax and Per Capita Tax will go away. However, I did not see any provision in the bill to cap the income tax that the district levies. That, in my opinion, is a problem.
I would suggest that when our local representatives have town meetings on this (or any similar) bill that we attend and ask questions and demand that the answers are straight to the point and understandable.
On the surface, HB1275 is being portrayed as the answer to all our property tax problems. Read the bill all the way through and see if you feel that way when you're finished. I'm not ready to jump on any of these bandwagons.
The current sales tax imposed is a sales and USE tax. Use tax is a complimentary tax too the sales tax. In other words, if you purchase something from an out of state vendor via a mail order catalog, and they do not charge sales tax, the purchaser/consumer owes the 'use tax.
However, it is only enforceable against businesses, because individuals are not required to maintain book keeping records/receipts.

I think you should address your concerns to Ralph R. Reiland an associate professor of economics at Robert Morris University because he was the one who came to the conclusion about property taxes.
The posting of documented information about school district's performance, appears to upset some if it does not confirm to the public relations of the administrators, teachers, and school boards.
What conclusion does the professor make?
It does not conclude that our taxation is system is the worst, it merely states PA's approach is based on property tax. Many other states off set their budgets by consumption taxes, such as the sales tax, which I wish our state would migrate too.
A study was just published that had the national average for sales tax at 8.17%. And, most states tax everything, including food, clothing and utilities.
I would love for that pay as you go system here.
However, the economics professor's statement does not conclude anything that is helpful, especially as it relates to school funding. Many parts of our state do not have the high property taxes for schools as we do here in the south east (PA). Many counties real estate taxes (County /municipal) are higher than the schools taxes.

In reference to this morning's front page story in the Reading Eagle: The focus should not be on how much a school district spends per pupil but how that money is spent. The schools that spend the most per pupil also have the highest salaries for administrators and teachers. Only a small percentage of the per pupil expenditure actually finds it's way to the student.
RS: I just went to the reading eagle's web site, and read the reading high school spending article. The part that I get confused by is how reporters and PDE politicians try to tackle issues on an all for one approach. You know that Oley has many issues which need to be overcome, but that they are drastically different than the obstacles faced by Reading High and other urban settings.
I take your comments as: You can't buy a good education. Common sense management of the process will provide the most cost effective and best result.

I have contacted Kessler and requested his support.
Again, I would urge anyone who wants to endorse HB1275 to at least read the bill in its entirety before doing so. There are many questions that need to be answered and items that need to be made clear. Don't let your hatred of the property tax and the need to abolish it lead you to support something that could turn out to be even worse.
I realize the sponsors of this bill have good intentions and I support those intentions but I believe jumping on the HB1275 bandwagon right now is a mistake. First, withhold judgement and get all the facts. Weigh the positive attributes of the bill against the negatives and then make your decision as to whether it is worth your support or not. Maybe that's what Rep. Kessler is doing.

For instance, they write that the EIT will go away and the power to tax will be taken from the local school boards. In fact, the bill calls for the adoption of an income tax to be implemented by the local school board upon approval of the voters in referendum. And, as I previously stated, it makes no provisions that I could find for a cap on the income tax.
Also, while they list several items that are exempt from the proposed "use" tax they fail to point out the many items that are not exempt under HB1275. That is a detail many people would like to know before they jump on board with this.
Each person should decide which bill is best for them. If there are parts of it they do not like, they should contact their representative and request changes.

RS raised concerns about the local income tax provision in HB 1275.
Here is the response from PTCC president David Baldinger concerning this issue.
The school board can propose an EIT or PIT for special projects (new school construction, athletic field, etc.) that is subject to a no-exception voter referendum and cannot be used for normal operating expenses. The referendum must state the purpose of the tax, the amount of the tax, and a definite sunset date for the tax. If approved, the terms of the tax cannot be changed without another referendum.

It also establishes a number of funds for this $ to be put in a pot and a number of "authorities" to oversee it, more bureaucracy...GOD BLESS AMERICA!

I think RS's concerns about the cap were addressed when Mr. Baldinger indicated... a definite sunset date for the tax.
In regards to the implementation of a local EIT or PIT tax, if the community voted against Act 50 and Act 1 provisions to raise a local income tax, it is hard to believe they would vote differently under HB1275, especially if it is for a "special project".
The details are in the bill, and I recommend interested parties read the bill to see which taxable products and services affect them.
HB 1275 is more balanced than the others floating around in Harrisburg and it has spending controls which the other proposals do not.

So sad to see things appear to only have gotten worse since we have moved from our once peaceful Oley Valley. And still more property tax increases on the horizon, it would appear.

OVSD District Financing:
At the November 14, 2007 board meeting, the school board was approached regarding the debt used for swaption money.
The board approved a plan to receive over $750,000 of money in return for giving a bank the option in 2012 to create variable rate bonds.
The gamble was that in 2012, the district would not have to owe more than the $750,000 if the bank exercised their option.
Now a finance company wants the board to consider nullifying that agreement through complicated procedures.
To do this, the district might expose themselves to the same risk they would have faced in 2012, and pay more money than they received in the swaption.
Even if the deal could be instituted with the district breaking even, there would be a need to issue new fixed rate bonds to cover for the replaced swaption bonds.
The cost to underwrite traditional fixed rate bonds could range well into a six figure amount.
Added to the issue, is that the courts may decide this new arrangement is illegal.
The $750,000 has been sitting in Capital Reserve, and now the board either unwinds what they approved or risk problems in 2012.
Anyone who wants to familiarize themselves with swaptions should google "swaption" and read any of the 271,000 results. In addition to being complicated they can also be risky. I hope the board knows exactly what its doing. If they don't understand this strategy 100% then they should not get involved in it.

There was no swap funding for the middle school. Construction was financed with fixed rate general obligation bonds.
The project added to the district debt.
The swap was with debt after middle school completion.
The board did approve a scheme to get involved in unsecured, unregistered securities, which the state declared illegal.

The board continues its break neck speed to spend money.
They approved the commission of AEM Architects to design specifications for two more projects.
The total cost for this service could reach $151,000.
One of the expenditures is for gym renovations at the estimated price tag of $1,200,000.
If the board knew they were going to spend all this money on these big-ticket items, why did they spend all the Nextel money of $1,400,000 on an athletic facility?
The board continues to transfer money from the General Fund to the Capital Reserve. This meeting the amount was $50,000. Transferring money from GF to CR has the effect of raising taxes.
The current balance in the Capital Reserve is $4,428,946.00. The board is considering, however to raise taxes the tenth consecutive year.
In addition, there is $1,210,832.00sitting in a fund called the Capital Project Funds. This money is left over from the Middle School Construction.
Unfreakin'believable! How can you pro-boarders out there possibly justify this type of behavior? Are you that callous and uncaring or just plain stupid? This board is obviously out of control.
I have been a supporter and defender of this board but their recent actions are making it difficult to continue justifying what they are doing. I agree with 10:02pm, they are out of control.
It certainly looks like the Oley residents don't care how much their school board spends.
Griping and complaining about your property taxes will get you no where until you start stepping up to the plate and attending meetings, and stop allowing the people who think they are "all that and more" to continually pick your pockets.

I am very happy that all worked out well for you and yours, however, as the parent of a special needs child, I am not happy. I am not happy that the teachers in this school district are too lazy or non-caring to put out a little extra for children who are not as blessed as yours.
You will never know the heartache of the not so successful child, the bullied child, or the parents of these children.
If you have never had a problem like this, be thankful, because these children do not get the help of those we entrust their education to, and unless you experience this type of situation, it's great to be happy, but this is not the case for all who have had to deal with the Oley Valley School District.

For the past month, I've been running a list of Pennsylvania House members who have co-sponsored House Bill 1275, the School Property Tax Elimination Act of 2007.
I've also run a list of Southeastern Pennsylvania legislators who have not signed on as co-sponsors of HB 1275 despite promises to their constituents that they would make property tax reform a priority in Harrisburg.
It's easy to get lost on a list of several dozen lawmakers who are hiding under their desks when it comes to property tax relief. So this week, I will focus on individual lawmakers have have turned their backs on constituents.
A good example is Rep. David R. Kessler, D-130th Dist., who won the seat held for 20 years by Republican Dennis Leh by promising residents of Eastern Berks County that he would go to Harrisburg to fight for tax relief.
Kessler abandoned his promise the moment he got to the state Capitol. He sold out to corrupt leadership and has been one of the biggest disappointments so far in the freshman class of 2006.
If you're a member of the Daniel Boone Taxpayers Association or the Oley Concerned Citizens, or live in the following Berks County communities -- Amity, Colebrookdale, Douglass, Earl, Exeter (Districts 01, 03, 06 and 07), Oley, Pike, Rockland, Ruscombmanor and Union, Birdsboro, Boyertown, Fleetwood -- the No. 1 priority in 2008 should be to replace David Kessler with someone who will stand with taxpayers, not stab them in the back.

He is hoping time is on his side and all us stupid voters will forget about that scam before next election time. Kessler & O'Pake are at the heart of the school districts problems. Put the pressure on them!
