The more things change the more they stay the same

“The more things change the more they stay the same” is an expression applicable to the 2007-2008 budget deliberations. After years of requesting a new local school tax structure from Harrisburg, and finally having them pass House Bill 1, would also require a new approach by the board in creating their budgets. Unfortunately, the Oley School Board did not get the memo.
At the December 18, 2007, the district presented the board with a “Proposed Preliminary Budget Summary”.
Summary is an appropriate term because the discussion was not a line item analysis required under state form 2028 but rather expense totals. This sketchy information does not provide the public enough of a description to determine educational versus frivolous non-educational expenditures.
The administration and the board could not even answer the question regarding expenses which are contractual and which expenses are discretionary in nature. Discretionary decisions are those made by the board and would include Wish List items.
Also not reviewed at the meeting where the off-budget money sitting in funds. They include the General Fund Balance, the Capital Reserve Fund, and the Capital Project Funds. The monies in these funds are important because they are available for property tax relief in the form of lower millage increases.
Last year, the district had over $6,000,000 languishing in these accounts, yet they raised taxes for the sixth consecutive year.
This year they claim they have no idea what these balances will be even though they prepared a 2007-2008 operating budget. Preparing a budget without knowing about money in reserve contradicts responsible spending plans.
Funds balances seem to be the repository for tax dollars earmarked for projects that get people re-elected to school boards. Harrisburg uses Walk Around Money to buy votes, school boards have these off-budget funds for the same purpose.
Paying millions in school taxes for education is one thing, paying millions in taxes for politicians to be elected is another.
As usual, probing questions about the budget and fund balances meet with either annoyed responses from the board or no responses at all, dé•jà vu.
Based on the 2007-2008 Proposed Preliminary Budget Summary presented by the business manager, the district can increase revenue by $1,091,053 dollars or approximately 1.678 mills. These numbers represent the inflation index and the projected exceptions to the inflation index. Anything above this figure would require a referendum approval by the taxpayers.

If our board members felt they were doing their best, they would not give a hoot who wrote or read anything on here. Guilt prompts the board members to read this blog. Money lost, money found??? Now, all eyes are on the board.

I don't know, why are they? I, the person who claimed to be conservative, truly am a conservative. Actually, I haven't met a soul who wasn't willing to claim that they were liberal. It seems to be the "popular" thing to be. I, on the other hand, am a true conservative republican who STILL disagrees with the manner in which the OCC attempts to deal with disagreements. Is it really that hard for you to swallow the fact that someone can be conservative, republican, and still highly disagree with your approach?!? Now you're talking like a liberal!

Wake up and smell the Maxwell House. We're Americans FIRST. America is supposed to be a country that cares for their children and provides a sound education for each student.

THAT'S ALL WE WANT. A DECENT EDUCATION AT A DECENT PRICE.

Education: the tool that will carry each student through the toughest of times.

Our ancestors ran on grit tracks or the side of the road.

Football was a GAME, not a course.

School Board Meetings were for informing the public and a time and place for the public to ask questions. The Board members were in their right mind, and people showed each other respect.

THAT WAS REALITY.

While viewing the memorial services, it was good to see that our country is standing tall. Viewing any part of the numerous ceremonies was time well spent. We're a good, strong country. Always.

post three: Oley taxes are increasing faster than cost of living rates. Eventually, the majority of citizens will realize that our elected board could have managed a good school system with the funds which were already available.

When ever people are ready to realize and understand that Al's facts and figures are derived from the school board's own records, things will begin to make sense. Or, maybe the pro boarders just love the contention.

My guess would not be either, it would be both.

A new track to replace the "vintage" track, where it currently stands. Then... a new track behind the new high school, which will be in the vicinity of the IGA memorial Skate Park, The Legion-Air Purification System, Inc., The Oley School Swamp Rescue Team, The new LYNX-A-RIA serving Pizza made from Locally produced products and served "with pride" by our locally educmacated youth...just across the way from the Oley Hair-cut and body piercing studio, and not too awfully far from the original and still the best -- Do-it-yourself car wash and medical clinic,LLC. Of course our kids will have to be bussed to either location. Or sent by limo. Or, perhaps, lead by hand. Each child shall receive his or her own personal school escort. Now move your right foot, now move your left.....
